Initial commit: InstaLPEQ linear phase EQ plugin

Full-featured linear phase EQ with interactive graphical curve display.
FIR-based processing (8192-tap), 8 parametric bands, multi-platform
CI/CD (Windows/macOS/Linux), InstaDrums visual style.
